A 'chola' is a style characterized by a lot of makeup: thick eyeliner, liquid eyeliner on top going out of your eye dark brown or red lipstick and eyebrows drawn on or really thin.
It sounds like a strange style, I've never seen a girl with this new 'chola' style.

A lot of the girls I know who like the 'chola' style are light skinned and blonde. Wasn’t Gwen Stefani the Chola-in-Chief at some point? She was applying some black eyeliner to her lips in some music video a few years ago…
Where I grew up the 'chola' style was represented by a lot of make-up.
