Is Boardwalk Empire Based on True Events?

I would like to know if Boardwalk Empire is based on true events? I was told that Boardwalk Empire is set during Prohibition, is this true? Its lead character, Enoch Thompson was a real-life political figure, am I right?
I never miss Boardwalk Empire on HBO, it's by far the best television show they've made so far.

Boardwalk Empire is based on the Prohibition Era that took place in Atlantic City, New Jersey, between 1920 and 1933. Boardwalk Empire focuses on Enoch "Nucky" Thompson (Enoch Johnson), a criminal kingpin, a political figure during the Prohibition period. Boardwalk Empire also shows the rise of organized crime in the United States during this period.
