NTSB Cell Phone While Driving Ban?

The NTSB (National Transport Safety Board) wants to ban cell phones in cars. They claimed cell phones to be a 'distraction' for drivers while driving. Should NTSB ban cell phones in cars as a matter of just 'distraction'? It also applies to both hands-free and hand-held phones and significantly exceeds any existing state laws restricting texting and cellphone use behind the wheel. What do you think about the NTSB cell phone ban while driving?

In my opinion, it's silly to ban cell phones while driving with the word 'distraction' as a back-up. The whole NTSB cell phone while driving ban is dumb, who came with that idea?

There are many other things that might 'distract' drivers such as crying babies. So what then? Shall babies be banned as well since they could represent a distraction while being behind the wheel? Or even stupid stuff like scratching oneself while driving could distract; is 'scratching' to be banned, too? Utter NO.
