Cash For Appliances Program: California?

The feds are expected to roll out a new program in the next few weeks known as "cash for appliances." Funded by the economic stimulus program, the goal is to give a boost to the flagging appliance industry.
I live in California, what are the details of the Cash For Appliances Program and how can I take advange of it?

Supported by $300 million from the economic stimulus package, the program will offer consumers rebates for buying energy-efficient refrigerators, dishwashers, air conditioners and other appliances to replace older, energy-wasting models.
Much of the cash-for-appliances money won't be available until February, March or April, officials said.

Not surprisingly, because the Cash for Appliances funds are to be given out based upon population, California is expected to reap approximately $35 Million to fund their rebate program. California has been plagued, almost Biblically, with financial difficulties ranging from the state offering IOUs in lieu of tax refunds, an astronomical foreclosure rate and budget shortfalls galore.
